FLETCHER, Vt. โ€” A South Burlington man was arrested in Fletcher after Vermont State Police said troopers discovered that he was wanted on an active in-state warrant involving a home-improvement fraud charge.

Police identified the man as James Duncan, 60.

Troopers from the St. Albans Barracks were called at about 8:26 p.m. July 23 to a reported domestic dispute in progress at a residence on Pond Road in Fletcher. During the response, police identified one of the people involved as Duncan.

According to the state police release, troopers knew Duncan had an active Vermont warrant and located him near the address where the dispute had been reported. He was taken into custody without further incident.

Police said the warrant involved a charge of home-improvement fraud with a loss greater than $1,000, or aggregate losses exceeding $2,500. The release did not provide details about the alleged fraud, identify the property owner involved or say when or where the underlying conduct allegedly occurred.

Duncan was transported to Northwest State Correctional Facility in St. Albans and held on $100 bail. He was also issued a flash citation directing him to appear in Chittenden County Criminal Court at 8:30 a.m. July 24.

A flash citation generally requires a defendant to appear in court on an expedited basis, often the next business day.

Police did not announce any criminal charges arising from the reported domestic dispute itself. The arrest described in the release was based on the outstanding warrant.

Trooper Christopher Blanco of the St. Albans Barracks investigated the incident.

An arrest warrant reflects an accusation and a judicial order to take a person into custody. It does not establish guilt. Duncan is presumed innocent unless and until the charge is proven in court or resolved through a plea.

Court schedules may change, and members of the public should verify hearing information through the Vermont Judiciary.
