ST. ALBANS TOWN, Vt. — Gov. Phil Scott has appointed John “Jack” Brigham of St. Albans Town to fill a vacant seat in the Vermont House of Representatives, putting a familiar local official back into Franklin County’s Montpelier delegation ahead of Town Meeting Day voting.
Brigham has served in municipal and regional roles, including on the St. Albans Town Selectboard and the Act 250 District 6 commission, according to reporting and announcements tied to the appointment. The selection fills a vacancy that had left the district without full representation as lawmakers move through late-winter budget and policy work.
Scott’s appointment power allows a vacancy to be filled without a special election in certain circumstances, ensuring constituents continue to have representation during an active legislative session. The move also arrives during a period when Franklin County communities are weighing local budgets, public questions and capital plans — issues that often intersect with state policy on taxes, housing and infrastructure.
Brigham’s tenure will begin immediately, with the new representative expected to join committee work and floor votes as the House continues its 2026 session.
Local party committees and town leaders in recent years have emphasized continuity and familiarity when vacancies occur midstream, particularly with major fiscal decisions pending in Montpelier and in town budgets back home.
